MWEB WONT HONNOUR CONSUMER PROTECTION ACT

I took a contract via telephone. On 3rd day I called and emailed as I wanted to cancel as I couldn't pick up signal in my rooms. They want me to pay R1999 for the router. Consumer protection act says they should not be charging but they refusing. How can they not honour the CPA!! All they tell me is I must read my terms and conditions on contract!!
