Mweb sucks!

I've recently signed up with mweb for a fibre package. 35mbps download 25mbps upload.

Before I signed up, I asked the salesperson if they throttle, he said no. I asked even if I torrent a terabyte a month, he said no.

After I'm connected, which took a month, my utorrent download speed is between 1-2 mbps and upload 50kbps.***?

Can they do this to me? If I cancel before 12months, they charge me an installation fee of R2700. What can I do?
