MWEB SPEED SUCKS

My Internet axcess keeps dropping and when it us available (not very often)the download speed is 0.05/0.21/0.??.How is it posible to do anything with this download speed. IT HAS BEEN CONSISTENTLY THIS LOW FOR THE LAST 6 WEEKS.This is definitely not what I am paying for.
