MWEB nightmare

MWEB is one of the worst ISP providers to ever have throughout the day I have multiple drops in internet im talking around 5 to 6 times a day had this service for 8 months and every time you log a fault they reply within 4 to 5 days after the issue has been resolved. I have a 50/50 line but only receiving 40 after complaining they state I need to pay a call out. They also say because it is a 12 month contract I will have to pay a cancellation if I want out. How does one deal with this
