Mweb data costs increase

Received an email from MWEB to say the monthly cost has gone up 10%. They blame Openserv for the increase. The latter is part of Telkom which is part government owned. Most orgs worldwide are reducing their data costs. Ours are already high and going higher. Is there any reason, other than incompetency, for this above inflation increase?
