MWEB - charging for higher line speeds than what you get!

I pay for a 100mbpm line and get only 20mbpm download and 40mbpm upload most of the time. What am I actually paying for? Trying to reach MWeb is impossible! Even if you request a call back, they don't call or drop the line once you answer. Then you get a message stating they are trying to contact you and say you must phone them
