Internet throttling within fair usage?

<p> Having been a customer with mweb for over a year, I am terribly disappointed that the ISP is failing me now. On Thursday I spent more than 20 minutes on the phone with a friendly and helpful mweb technician who patiently tried to help me find the source of the problem (no complaints there).</p> <p><br />The problem:<br />For the the last 8 - 10 days, my internet speed drops to between 0.12 and 0.30 mbps with a latency that varies between 220ms and 750ms. Strangely, this only happens after 17:30 and will continue untill about 22:30. Quite frankly, browsing becomes near impossible. This is exactly when I make the most use of my internet.</p> <p><br />The findings:<br />The helpful mweb technician tried everything. We tried different speed tests. Different user accounts. Even tried a guest account to rule out background processes hogging the bandwitdth. Line resets had no effect.</p> <p><br />Today, two Telkom technicians checked all my physical connections. My line was tested from both ends. Ports were switched. The box on the pole was opened and checked. They even drove to go check my line at a different location. Nothing found. The line tested normally and the speed was acceptable (this was obviously before 17:30).</p> <p><br />Summary: <br />* My router works fine (tested at a friend’s place).<br />* My line and connections are perfect.<br />* My PC is 100% fine.<br />* Mweb technician confirmed I am within the uncapped fair usage limits. (way within)</p> <p><br />My conclusion:<br />I am running out of ideas. This seems to be the new status of my service. Why? I have done my research and have come across others with similar complaints. <br />Is mweb throttling me? Why? Is this perhaps a kind of data load shedding?</p> <p><br />I was a very happy mweb customer up to this point and I would like to remain one but this is unacceptable. If this is really a kind of data load shedding, mweb should inform their customers.<br /><br /></p>

*UPDATE*

To be fair to Mweb, I will revise my rating of the company.

On Monday, a senior technician came to investigate the problem. He confirmed that the problem was not with my router, line or pc. He informed me that Telkom had recently done upgrades at the local exchange and that this could have caused the problem. I am relieved that my suspicion of covert throttling on my account proved to be incorrect.

I am happy to report that my connection seems to be back to normal with speeds remaining constant.

Well done to Mweb and Telkom for their handling of the problem.

I happily revise Mweb's rating to 5 stars.
