Installed ADSL line but no ADSL

I work from home and my neighbour recommended ADSL from Mweb. I signed up for the R239 package but explained that I need an ADSL line installed by Telkom. So MWEB (not me) arranged for the installation (for which I am now being billed) but then cancelled my application (notified by SMS) due to restricted fibre points. I didn't apply for fibre, I app**** for stock standard ADSL. I emailed the consultant to ask her what the situation was. So then she explained that I would be billed by Telkom (for a land line that I dont need) but not by MWEB (becuase MWEB cannot provide ADSL), or at least that was my understanding. I would like to know why an ADSL line was installed at my cost, at MWEB's request for a service (i.e. ADSL) that MWEB cannot provide? I now need to go through the red tape of cancelling the line with Telkom (becuase essentially I can't use it) and I still dont have an internet connection. I want answers. As far as I am concerned, this is MWEB's mess and MWEB is liable for the costs of the installation of the line and the billing pro-rata until I can cancel it.
