Fibre Line up / down grade

A simple request to get my ine changed seems to be impossible for them they portal where you are suppose to be able to upgrade and downgrade line speed only wants you to sign a 12 month package to get your line changed and stay month to month seems like an impossible task no answer no one know how to fix it no managers answer complaint email is ignored
