Failure to provide Service

I have a 30 day old pending fibre application. No one is communicating and each time I get in touch with Mweb I a.m told the same thing. They are failing to release a line when everything they requested has been supp****. Everything seems to be going into a black hole. What makes it worse is that evotel has a sole mandate for supplying fibre at thia complex. I have spent close to 3k on non/fibre connection since Dec. Can I please get assistance, How difficult can this be really??
