Failure to provide ADSL QUALITY

As of a few weeks ago, We now have a *supposed* 4Mbps line from MWEB, which we not only pay for ADSL line rental, as well as ADSL package of course. I'm writing this on behalf of my father (account holder)<br> <br> I'm roughly aware that my nearest exchange is not too far from where I stay, and I constantly struggle to stream content 480p or Above. I have used Webafrica, Axxess and Afrihost in the past, and could, without a problem stream youtube and live streams easily in 720p. Now that I'm running on mweb 4mb.. It wont even load a 480p video/stream properly during or even after business hours. In fact I'm writing this at 10pm on a sunday night after having tried to watch live streams on twitch. (Video stops to buffer ever +- 3 secs)<br> <br> This is not to mention the poor line stability seen throughout the day and even after business hours as well as an average line sync that often sits well below 3mbps on tests, throughout the day this has varied between 3.1 and 2.2 Mbps
