Dissatisfied customer

A line was ordered and cancelled before installation or delivery of modem. Now have to pay early cancellation fees. Called was told that the money will be reimbursed in 15 days, It came and left. Now on the 1st they want to deduct more. What the hell is my bank account there play ground
