Can't report an Outage

I have attempted to report an internet outage in my area. 3 days now I have been trying to report the issue. The live chat you sit waiting to talk to someone however you NEVER get through to talk to anyone. Their twitter page is just as useless. Communication is non existent. And something as simple as reporting an internet outage is impossible.
