Broken but not broken enough.

I've been having this problem where my internet drops for 10-15 min every 30-60 minutes. This is happening at home and at my workplace (in the same area) so I know the problem is not on my side ( router or cables). I contacted Mweb support about 4 times waiting 20-40 minutes per attempt to get through and after admitting that they've had a bunch of complaints from the area about the same thing, they said they can't report it as an outage because not enough people complained. So now I have to sit with internet that cuts out at random times because their connection is broken, but not broken enough. Don't get me wrong the guy on the helpline was very helpful and we tried a bunch of stuff even though we both knew they would't work . He can't do anything because of protocol. Would definitely be 1 star if not for the online tech support.
