BILLING FOR NO DELIVERY OF SERVICES

I placed a telephonic order with MWEB on 29th January, once the Telkom line was installed. On 5th February I got an sms saying that the order is being processed and I received all my passwords. Mr Lyle Booi, assured me that it was a simple process once the Telkom line was installed.
I contacted Telkom, who tested the line, and say there is nothing wrong with the line. Mweb, are clear that this is a Telkom issue, however my DSL line is through MWEB. The last time I contacted Telkom I was told that MWEB has taken over the line.

I contacted MWEB yesterday to see if I can cancel this contract, due to non delivery of services. I was told I need to pay cancellation fee. I have still had no amount given to me. I have been billed for February and pro-rata for March, even though MWEB terms state 3.3 Billing will commence on the ACTIVATION DATE (I am still not active.) I am told I have to pay the 2 months fee billed and technical department will \decide\" if I get credited.
I am extremely upset about the lack of service, no one getting back to me, or just I need to wait, when there are no answers and I am being billed already, for no active service.
