Billed for a service that was never activated

In April this year I've called the MWEB call centre for a 50G data contract.
The message to my cell phone for some reason did not go through to provide me the activation details. Upon MWEB's own admission they made a typing error with my email address and this never reached me either.
I never activated the service.
About 2 weeks after my call I received a call from someone from MWEB asking me if I am happy with my service, at which time I explained I have no service as I never received the activation detail. I was assured that they will pass the message on to the original agent that assisted me to contact me to finalise activation.
Still no contact made - still no activation.
Then I was debited for this 'service' at the end of May.
I informed them I will return this debit as I received no service for it.
Their answer - I am liable even if I did not use it.
Last email from MWEB offering a 50% reduced fee to settle the matter - which I rejected - it still is too much for no service received.
Now I am rewarded with a letter from an ITC company threatening to report me for not paying.
This is unacceptable - I need someone to take the time to reflect on the silliness of this.
