Bad Product Service

Herewith i am filing a formal complaint against MWEB.

Setup:
4meg adsl line, uncap, adsl unthrottled.
Line administrator - adsl line - MWEB
Data administrator - data line - MWEB

Homework:
Reset port, telkom visited premises, agreed environment is in good shape.
reset router, manually set parameters.

Background:
Experienced no problem on my service past 8 months, except a few ADSL port resets which resolved problem.
Past 3 weeks, problems on certain data traffic.

Problem:
Last 3 weeks, i am experiencing degredation in quality of service within the browsing and video streaming environment.
Slow HTTP browsing traffic on browsing with very bad video streaming availability whilst i can download HTTP at full speed.
I can download FULL speed a huge file on http and gaming can be done at no problem, while browsing google.co.za takes 30 seconds to open and transfer, and video streaming buffering at 360p in evenings.

Environment and experience.
I ping google.co.za constantly. The ping is 27ms, with 1 timeout ever 1 minute.
Last 3 weeks, this increased in evenings to 25 timeouts more or less per minute ping to google.co.za.
Past 8 months i never had a problem whether it is http browsing, video streaming or http download or gaming.

So, here is my question.
Doing a speed test at saix.net renders me 3446 mbps download = 430.8KB/sec transfer rate. So my download on http is fast, almost full 4 meg less the upload portion. Doing a www.mweb.co.za line test renders me 4096kbps speed.
Hence i am getting this ping:

Reply from 216.58.223.3: bytes=32 time=102ms TTL=54
Reply from 216.58.223.3: bytes=32 time=99ms TTL=54
Reply from 216.58.223.3: bytes=32 time=30ms TTL=54
Reply from 216.58.223.3: bytes=32 time=60ms TTL=54
Reply from 216.58.223.3: bytes=32 time=25ms TTL=54
Reply from 216.58.223.3: bytes=32 time=26ms TTL=54
Reply from 216.58.223.3: bytes=32 time=27ms TTL=54
Request timed out.
Reply from 216.58.223.3: bytes=32 time=26ms TTL=54
Reply from 216.58.223.3: bytes=32 time=26ms TTL=54
Reply from 216.58.223.3: bytes=32 time=31ms TTL=54
Reply from 216.58.223.3: bytes=32 time=28ms TTL=54
Reply from 216.58.223.3: bytes=32 time=59ms TTL=54
Reply from 216.58.223.3: bytes=32 time=90ms TTL=54
Reply from 216.58.223.3: bytes=32 time=103ms TTL=54
Request timed out.
Reply from 216.58.223.3: bytes=32 time=26ms TTL=54
Request timed out.
Reply from 216.58.223.3: bytes=32 time=31ms TTL=54
Reply from 216.58.223.3: bytes=32 time=58ms TTL=54
Reply from 216.58.223.3: bytes=32 time=27ms TTL=54
Reply from 216.58.223.3: bytes=32 time=26ms TTL=54
Reply from 216.58.223.3: bytes=32 time=26ms TTL=54
Reply from 216.58.223.3: bytes=32 time=25ms TTL=54
Reply from 216.58.223.3: bytes=32 time=57ms TTL=54
Request timed out.
Reply from 216.58.223.3: bytes=32 time=27ms TTL=54
Reply from 216.58.223.3: bytes=32 time=28ms TTL=54
Reply from 216.58.223.3: bytes=32 time=26ms TTL=54
Reply from 216.58.223.3: bytes=32 time=25ms TTL=54
Request timed out.
Reply from 216.58.223.3: bytes=32 time=179ms TTL=54
Reply from 216.58.223.3: bytes=32 time=27ms TTL=54
Reply from 216.58.223.3: bytes=32 time=27ms TTL=54
Request timed out.
Reply from 216.58.223.3: bytes=32 time=102ms TTL=54
Reply from 216.58.223.3: bytes=32 time=99ms TTL=54
Request timed out.
Reply from 216.58.223.3: bytes=32 time=65ms TTL=54
Reply from 216.58.223.3: bytes=32 time=27ms TTL=54
Reply from 216.58.223.3: bytes=32 time=26ms TTL=54
Reply from 216.58.223.3: bytes=32 time=31ms TTL=54

Please mweb do tell me why can i download full speed, but video streaming is affected?
THIS MEANS YOUR BANDWIDTH SHAPING your allocation to certain traffic is wrong! Reviewer Update

Mweb contacted me on Friday, made apointment for 18:30. I received a call and advised me that monday same time i will get a call and do testing. Mweb phoned me promptly as promised and discussed the scenarios. Incidently, my line was dropped by telkom on sunday from 4mb to 2mb without my concent. I did contacted them monday morning and requested change back to 4mb. Irrespective, over weekend my line since friday was much better, traffic as it used to be. vid streaming working nicely and rest of http traffic experiencing good responses. Bottom line is, no reason found yet on why i experienced problems and is currently fine again. Experienced problem around a month. Between telkom and Mweb, difficult to say too many factors involved. Still no explanation why certain traffic was affected......Till next time i have same issue again the circle starts again. But as for Mweb who contacted me promptly as promised, that is reliable service. Thank you. As for Telkom, when the lady at the 10210 told me in her words monday morning "yes, sometimes when the technician works on your area, they just drop the line lower to ease pressure on the network". I was quite surprised on that statement.
