ADSL SPEED SO SLOW AROUND 0.30 MBPS!!! AGAIN!!!

MWEB internet connection has been VERY bad since february and we had NO connection at all in some days. I complained and improved for almost one month but in the last 3 days I'm getting only around .30 MBPS!!!
Why we need to fight to get what we paid and agreed for??
IS THIS A STRATEGY TO PUT PRESSURE FOR US TO GO FOR MORE FASTER AND EXPENSIVE PACKAGES SUCH AS FIBER?? EVERY TIME I COMPLAIN THEY OFFER ME A HIGHER FASTER PACKAGE WHY? I USE THIS 2 MBPS FOR YEARS AND IS ENOUGH FOR ME...
MWEB need to sort this out urgently and provide what i paid for.....

Good day M.PONTES Filho,
Thank you for taking the time to bring this matter to our attention.
We have reviewed your account and noticed that you have previously logged a complaint for the matter which we have already addressed. (ie: throttling on your account)
Your account is throttled at the moment which is why the speeds are slow on the account.
As previously explained, you should be able to monitor and manage your usage via My Account to avoid being throttled.
We have previously explained the thresholds to you and advised you to consider upgrading to an account with a higher threshold which is more in line with your usage requirements.
We now consider this matter resolved and will be closing this incident.
Kind regards
