ADSL not cancelled

I've been without internet or telephone for more than 3 months due to cable theft in our area. I cancelled my ADSL subscription with mweb since I don't have service and mweb continued to bill me. Telkom has offered an alternative, but can only proceed once mweb has released the ADSL. I've made many calls and sent e-mails to mweb, but they have yet to cancel and release. All they do is promise to be on top of the matter and then don't follow through. They promise to call back, but don't. They continuously pass the buck to different departments and I'm starting to get frustrated.
