1990's internet speeds for months on end

My connection speed has been 25% or less of what it should be for the last few months (since January). More often than not the connection speed is well under 512kbps and erratic when it should be 4096kbps.

After countless emails to MWEB technical support and often waiting a week for a response I've had enough. During every call to MWEB, the problem is well established, there is noise on the underground cables (Telkom) and the line has massive interference. Noise so bad in fact that the static is deafening on a telephone connected to the line. Even with this knowledge, no-one is attempting to fix this problem. Telkom have been contacted, but I have never heard from them.

These are my reference numbers that have amounted to nothing but promises that I will be contacted:
REF#: ***
REF#: ***

I am a premium customer and I get this kind of support and reaction time? I cannot run my business from home at this rate and spend a fortune using my cellular data to make use of the internet. The question is, if MWEB cannot provide me a service (customer or data) and fails to manage my line with Telkom, what am I paying for exactly?

Please get on top of this immediately.
