100GB Capped Fibre Account is shaped

I've called or spoken to an Mweb employee about 20 times since 15 April 2016. Last month (April), I have only been able to use about 2GB of the 100GB allocated, because Mweb believes that it is ok to shaped capped accounts. My next course of action is to refer this case (and possibly others) to the National Consumer Tribunal. How can you make me pay for a set amount of data for 1 month and the hinder me in actually using this said amount of data? The 100MBit connection I'm paying a lot of money for is running in limp mode all the time! I'm attaching 2 screenshots of me trying to download an Ubuntu ISO, one showing the throughput I'm getting on an Mweb account, the other on an Axxess account.
