Worst cellphone service

Since last year February I have been trying to transfer the one account to my ex wifes name. I have been told that there are problems everytime I want to do this. It has been more than a year and yet here we are still having this problem. Can it really be that difficult to transfer her number to her new account? I phoned, emailed and I went to the stor and yet nothing has been done.
