Why no batteries in certain areas and in others???

MTN Tower in Westenburg, Polokwane Network is down completely during loadshedding as there are no backup batteries in the towers situated in the area. During the same instance for Bendor, Cycad, Florapark, etc. the network still operates. What is the issue as during this time if any emergency might occur we unable to call family, friends, etc. Will this be a possibility to review and get us connected because it does not feel like being connected everywhere we go...
