Why can you easily open a contract in store, but cancel in store?

I've been trying to downgrade two contracts to prepaid, but its just a frustrating experience. I went in store who told me I need to call 808. After calling 808 a few times and eventually getting through to someone, they say I need to be transferred to customer retention, but nobody answers the phone.
