Volte and vowifi to be provisioned on sim

I would like to have my prepaid sim card provisioned for volte and vowifi. Wifi Calling is already active on my handset. The call center staff does not seem to understand that it needs to be provisioned on the sim to work. Can someone please assist me to resolve the issue number ***.
