Usless people

Can someone tell me. When a late payment is made why the hell is your number disable completely. Then I get told to call the call centre but how when I cannot make out going calls. Mtn is absolutely usless. Instant payment was made for the outstanding and the current yet my line does not immediately get activated. Fix it I need my line activated
