Upgrade Non Existent

On your phone, they say you can upgrade, on the website, they say you can upgrade. Call Centre agents phone you non stop multiple times a day to say you can upgrade, get to store and they want to charge you the remaining amount of the contract before you can upgrade. what is the use? wasting my time and harassing me daily if I CANNOT UPGRADE!!!
