Unable to reach the retentions department

Hi, Please note that i have been trying almost everyday from the beginning of August to get hold of the retentions department, & I haven’t been successful- as it would ring endlessly or the call gets dropped. I would like to put my contract on zero rated until i am ready to upgrade (i was advised of such by Jodi Naidoo , when i called on the 7th of July) i am not wanting to upgrade as yet & would like for my account to be placed on that zero rated- until such time i am in a position to upgrade.
