Unable to dial toll free and certain 083 numbers

After several emails and several different reference numbers my line is still not fixed how is it possible

How can a person have a contract but half of the numbers you are unable to dial the worse is you sitting with a disaster and is unable to report a HIGH VOLTAGE PROBLEM to your supplier due to MTN negligence.
