Unable to call till free numbers

I recently called mtn as I cannot call toll-free numbers from my phone. It only happens with mtn, but they can't seem to accept that sars and other certain numbers should be allowed to be called whether you have airtime or not. Numbers I'm calling are ********** 277 and my medical aid...

Can someone please assist
