Street sim cards

Can somebody explain to me how are sim cards that we buy from mtn agents in the Streets of Jozi fixated because we buy them without producing Identity documents nor proof of residence and most of these sims are used to commit synergy crime cause they are untraceable, sometimes you receive calls of people you know, somebody please explain.
