Still Awaiting a response

I app**** for a contract online, the guy called me back 2 hours later. he said I will get a response within 24 hours. I queried it on Friday, no response, I followed up on Monday no response. Do I go somewhere else or not? Has the thing been approved, how difficult is it getting a yes or no.
