SMS says successfully RICA but MTN sim not working, Wow!

Im really disappointed with MTN RICA service. I received confirmation that the sim has been successfully RICA'd but when trying to use the sim it does not work. I called in from my contract sim and was told go to the branch and sort it out because according to the consultant even if i get the successfully RICA'd SMS it doesnt mean the sim is RICA'd???????? how does that even make sense?
