RICA issues

I do not get the concept of ordering a product from MTN and later being told DSV need to Rica my sim card for me.. I signed a contract with MTN why should I be the one to run around and follow up on why my sim card has not been Rica'ed?! I refuse to pay for a service I am not getting. This needs to be fixed, what is more annoying is when a consultant omits information.
