Problem with anytime minutes

I have a contract with mtn and they provide 50 minutes 50 sms 500mb. The minutes are restricted to other networks because when I try to call it cuts me off. I have rebooted my phone many times and to no avail, I still have a problem phoning. Previous months I did not have a problem with my anytime minutes why now ?
