Prepaid SIM RICA nightmare

I right this complaint with absolute frustration and anger. For a prepaid SIM card with MTN it seems ALL retailers for some miraculous reason can sell SIM cards but they CANNOT RICA because either the machine is \broken"or \""does not work\"". Is the work or effort of RICA too much for retail staff? SPAR"
