Please assist me with the old number

I lost a cellphone with a number *** that number is being used by someone else but that person is opening accounts with my child's name and also app**** for Sassari R370 grant I have been asking for help to delete that number totally if possible because my son can't get Nsfas because he's getting R370 that he is not getting.
