Once off 20G to update and download apps on new phone not received.

I signed up for a new contract and was told I would get 20G data once off to use to download and install the apps I need on the new phone and update. 8 Days later and still no once off 20G? The whole idea of getting that data is to load the apps needed and update the new phone. I am ending up having to pay to get what I had on my old phone and update.
