Not refunded for service not received

My mom ordered an router online but MTN didn’t deliver, she prepaid for it, after 3 weeks of not getting it she decided that she doesn’t want it anymore and now MTN is not refunding, we have been calling and being sent from pillar to post without getting our refund, It’s been very frustrating having to call each day wanting to be refunded for a service that we never received
