No service after SIM swop

My wife did a SIM swop on the 15th of February 2016 and was told that it takes 4 - 6 hours to activate the new SIM card..... <br> We have been back to MTN in the Matlosana Mall and the agency in Flamwood... Still no service on the phone, except for the SMS service..... <br> <br> Do we have to pay for the time that no service were available and how long does it actually take to activate a SIM card? <br> <br> The reference number they issued was: USD***<br> <br> I think they should change their name to EmtyN..... <br> <br>
