no service

Been trying to upgrade my account online a week now but clearly no one wants to do there work there received 1 call on Monday where i needed to sheck some information was told thy will call back keep sending requests online but nothing just keeps giving me reference numbers 1st ***4 2nd ***0 3rd ***3 4th ***9 had the same problem 2 years ago my question, why do you have a online service?
