No refund after a year of chasing up

I've had a refund pending for a year now. A. YEAR. I always get promises and told they will escalate, etc, etc etc. All BS. Nothing has happened. I have spent SOOOOOO much time on the phone, messages and emails to get it resolved and still NOTHING GETS DONE!
