NO reception during loadshedding

I understand that loadshedding is a problem for everone... But surely Cellular companies can install backup generators or batteries at reception towers? I stay in Centurion. Whenever there is loadshedding the reception is so bad that I can't even phone the number to open the gate at the complex where I'm staying. I mostly work from home, and with NO internet or cellular reception during loadshedding my business is starting to suffer. Who can I contact to have this reported?
