No option on the menu for my problem

I've dialed 808 because I can't dial out from my phone. There is airtime on my phone. 808 dos not have a option for fixing my problem and can't get hold of a person. I've dialed 1555 for help but the same thing.... no option for my problem and can't get hold of a person. and the same with 173. I still can't dial out
