No one seems to know what they doing

My husband was on contract, number migrated to prepaid believe me when I say you speak to 15 different people per day to have number activated and no one can assist. They say dial 555 and 141 for activation yet there is no option for activation. I am on the phone since before 8 this morning and it's currentry 8h49 and speaking to the 7th department and still holding on may I add. It is frustrating! ! Service is beyond pathetic.
