No network during loadshedding

I am finding it unbelievable that I cannot be reached nor make calls when there is loadshedding and I was informed that the company took a decision not to invest in batteries as they were being ******. Fine, I then need to be refunded my subscriptions when there is loadshedding as I have not been able to access the service that I have paid for. Funny because Vodacom's network is available so how are they protecting their batteries???? This is really ridiculous!!!!!
