no data on a contract? no international calls?

I used to be able to browse the web, send and receive emails and whatsapps on my phone, and make international calls.

For the past few months, international calls have not worked. And since early last week, internet-related apps have not worked (no websites, no whatsapp, no email). Internet apps only work when I am on wifi.
