Need to upgrade, but they do not have stock

I had to upgrade, when I went in store to do the upgrade they told me that they will have to order. That was on the 2nd of November already. They told me that the phone would be in store by the 6 November. Today,13 November, still not there. Now it should be in store next week... Does it take 3 weeks to order a phone??
