MTN useless service!

I have app**** for a new contract 3 weeks ago. It was approved immediately and I have received the device, but the sim card is still not activated. The shop sends me to the complaints department and they send me back to the shop..... I just want the sim activated!!!!!!!!!!!!!!!!!!
