Mtn unable to supply contract data.

My wife has a contract with Mtn for Lte data on her modem. The account is fully paid but for about 2 months there has been no data available on the modem.. Surely one should be able to cancel this contract and switch to Vodacom? After several visits to Mtn stores and promises that there will be data in up to 72 hours there is no change.
